You can totally see where this comes from, though - his advisors tell him he's too stiff, he needs to loosen up and relate, so he tries to joke, and ... this happens.

I suppose it makes sense that the only way he knows of relating to the lower classes is by insulting them for wearing cheap rain ponchos and shopping at 7-11. His sixteen butlers and him joke about that stuff all the time! They love it!
